North Quay - Pedestrian Crossing danger

At this point on the North Quay Bikeway the shared path becomes separated into a bikeway on Queens Wharf Road and pedestrians are returned to a footpath. There is a ferry terminal here which generates a lot of pedestrian traffic which crosses this bikeway. These pedestrians come and go from the wharf via a set of stairs (shown left) which descend into the carpark and onto the bikeway. Council has provided a warning sign for pedestrians leaving the wharf to make them aware they are crossing a bike zone but unfortunately there is no warning to pedestrians coming down the steps with their heads down and iPods on. There are signs warnings cyclists of pedestrians but it is not an official marked pedestrian crossing and so it is not clear who has the right of way there.
