The official opening.

The Normanby Pedestrian Cycle Link is a new 4.1 metre shared path connection between Normanby and Roma Street Parklands under College Road. A map is available on Queensland Transport's web site [1].

Connections

At the northern end the link connects to the north side of College Road and to the existing shared path between Brisbane Grammar School and the railway, which in turns runs up to Gregory Terrace near Bowen Bridge Road and across the land bridge over the railway and the Inner City Bypass to Victoria Park golf course and its paths.

The southern end has a connection to the south side of College Road and also runs down into Roma Street Parklands and terminates at the intersection of Parkland Crescent and Parkland Boulevard (near College Close), which then run around the southern side of the parklands and down to Roma Street.

The southern connection to College Road was in the original plans but dropped from the plans to deal with increasing costs. Subsequent cost savings during construction allowed it to be reinstated and constructed as originally planned. A bridge across the railway to Normanby bus station was also dropped from the plans at the same time as the College Road connection, and was not constructed. At the time of the changes each of the two additional connections was costed at $1 million.

Impact

A map of the detour.

During construction the bikeway behind Brisbane Grammar School was closed, with a detour via Gregory Terrace and College Road.

Consultation

Consultation on the proposed alignment was conducted in March 2005, with feedback being considered for the final alignment determined later in the year.

Cost

The project was originally (early 2005) expected to cost $6m but between then and construction costs ballooned considerably, with the cost estimated at $15.8m in January 2007. This omits the southern College Road link and the bridge to the bus station, both part of the original proposal but dropped to save approximately $1m each. The cost increase was blamed by the project manager on a changing market, the change from cut-and-cover to jack tunnel construction (due to the difficulty in closing College Road), and the results of later geotechnical tests that required a different retaining wall construction. Subsequent cost savings allowed the College Road connection to be re-included in initial construction for the same cost.
