"Cyclists must dismount to cross road" is an older regulatory sign, in effect in the 1995 edition of the Manual of Uniform Traffic Control Devices but removed by the 2001 edition. It no longer has any meaning and Main Roads reports that any remaining instances should be removed. It has been superseded by the newer "Cyclists dismount" sign (G9-58).
