Just link it to the e-tag system (or whatever they're calling it this week.) People seem quite happy to pay to use toll roads - what's the difference?<br><br>It would certainly be easier and fairer than linking it to registration - I don't want to pay extra rego for my maybe once-a-year drive into the city.<br><br>I think the only effective carrot would be to make other modes of transport, and multi-mode, more attractive.
