I think it would be difficult to administer.  Why not just bite the bullet and do it?   Just link it to the e-tag system (or whatever they're calling it this week.)  People seem quite happy to pay to use toll roads - what's the difference?

It would certainly be easier and fairer than linking it to registration - I don't want to pay extra rego for my maybe once-a-year drive into the city.

I think the only effective carrot would be to make other modes of transport, and multi-mode, more attractive.  Like ditching the stupid "folding bikes only on peak-hour trains" rule!
